Electrical Compliance Certificates: A Melbourne Builder's Complete Guide

A Certificate of Electrical Safety (COES) is a legal document required in Victoria for all electrical work. Here's everything Melbourne builders need to know.

What is a COES?

A Certificate of Electrical Safety certifies that electrical work has been completed safely and complies with Australian standards. Only licensed electricians (A-grade or Registered Electrical Contractors) can issue COES.

The certificate must be:

  • Issued within 24 hours of work completion
  • Lodged with Energy Safe Victoria within prescribed timeframes
  • Provided to the property owner and relevant building surveyor

When Do Builders Need COES?

During construction, you'll need certificates at these stages:

  1. Rough-in stage — before plasterboard installation
  2. Fit-off stage — before practical completion
  3. Any additional electrical work — modifications or additions

Most builder electrical work is prescribed work and requires full certification.

What Does a COES Cover?

The certificate includes:

  • Description of work completed
  • Location of the work
  • Date of completion
  • Electrician's details and licence number
  • Test results (insulation resistance, polarity, RCD testing)
  • Declaration of compliance with AS/NZS 3000

Common Problems to Avoid

Delayed Certificates

Problem: Electrician doesn't provide certificate promptly

Impact: Building inspection delayed, project timeline affected

Solution: Use electricians who provide same-day certificates

Incomplete Documentation

Problem: Certificate missing required information

Impact: Building surveyor rejects certificate

Solution: Check certificate completeness before inspection

Work Not Matching Certificate

Problem: Additional work done after certificate issued

Impact: Non-compliant installation, potential re-inspection

Solution: Ensure all work is complete before requesting certificate
